The Rector and the Vice-Rector

  • Art. 41. The Rector is the main official representative of the PTI, who represents it in legal sense in relations with third parties and achieves the executive leadership of the university. The Rector is the administrator of credits within the PTI.
  • Art. 42. The Rector is chosen according to Law 1/2011, art. 209–212, for a mandate of 4 years, by one of the following methods:
    • a) through a public competition, based on a methodology approved by the newly elected Senate, in accordance with Law 1/2011; or
    • b) by the universal, direct and secret vote of all full-time teaching and research staff, and by all students representatives.
  • Art. 43. The method of choosing the Rector is decided 6 months prior to the election b) by the universal, direct and secret vote of all full-time teaching and research staff, and by all students representatives.
  • Art. 44. According to the university referendum of 2011 organised by the PTI in accordance with art. 4(1) al O.M.E.C.T.S. No. 4062/2011, the method chosen by the unanimity of votes within the academic community of the PTI is the election of the rector through the universal, direct, secret and equal vote of all full-time teaching and research staff, and by all students representatives.
  • Art. 45. The Rector’s competences:
    • a) realises the management and operative leadership of the PTI, based on the management contract;
    • b) negotiates and signs the institutional contract with the Romanian Ministry of Education;
    • c) signs the management contract with the Senate of the PTI;
    • d) proposes for approval to the Senate the structure and functional regulations of the PTI;
    • e) proposes for approval to the Senate the budget project and the report concerning budgetary execution;
    • f) in April of each year, presents for the Senate of the PTI a report concerning the status of the PTI according to art. 130, par. (2) of Law 1/2011. The Senate validates the aforementioned report, based on the findings of its special committees. These documents are published also on the website of the PTI;
    • g) presides over the Administrative Council;
    • h) supervises the activities concerning quality management;
    • i) has the obligation to take measures concerning the assurance of the continuation of teaching, educational and research activities;
    • j) ensures the order within the PTI, supervises and controls the application of the Charta and the interior regulations, as well as of the legal dispositions in force;
    • k) coordinates the fulfilment of Senate decisions;
    • l) represents the PTI in relation with other universities within the country or abroad, with internal and international institutions and organisms, with the Supporting Churches and state authorities;
    • m) represents the PTI in the National Conference of Rectors as well as in the international organisations to which PTI is affiliated;
    • n) signs the national and international agreements of collaboration;
    • o) is responsible for the official correspondence between the PTI and the Supporting Churches, as well as the entire economic and administrative activity of the PTI;
    • p) disposes the matriculation and expulsion of students;
    • q) issues the licence, masters and doctoral diplomas;
    • r) opens and closes the academic year;
    • s) is responsible in front of the Senate.
  • Art. 46. The revoking of the Rector can be put to effect according to art. 125 of Law 1/2011.
  • Art. 47. The procedure of the Rector’s dismissal can be initiated at the request of one third of Senate members. The decision of the Rector’s dismissal can be taken by a 2/3 majority of Senate members. The requests of dismissal are analysed within a maximum period of 30 days after their submission in writing.
  • Art. 48. The Rector confirmed by the Minister of Education, based on the consultation with the PTI Senate, nominates its Vice-Rector, according to art. 211, par. 2 of Law 1/2011.
  • Art. 49. The mandate of the Vice-Rector is 4 years. The number of consecutive mandates is 3. The competences of the Vice-Rector are the following:
    • a) coordinates the activities for which she/he had been nominated by the Rector;
    • b) presides over the meetings of the Administrative Council nominated by the Rector;
    • c) has the right to sign various documents with the Rector’s approval and the assumption of personal and public responsibilities;
    • d) solves all the problems of the university which had been assumed by the Rector and belong to her/his competence.
